Why is TIER needed now?

The status quo is unsustainable if we are to maintain Iowa's high standard of academic quality. The world of higher education is facing severe economic constraints that require our universities to transform their organizations and reduce their reliance on tuition increases and state funding. A comprehensive, system-wide review of Iowa's public universities is long overdue.
